Efforts to "rehabilitate" the sod were stymied by the rain, which has created several small wading pools throughout the park—Austin Parks and Recreation asks that visitors avoid those areas.
As for the grass itself, the official word is that "the turf has started to become dormant due to cooler fall and winter temperatures, but ... should return to its green lush state in the spring." They're estimating that about 2% of the turf will need to be replaced.

It's "reopened". As in, looks like crap; a lot of it is off-limits, but you can get to some of the dry parts that look like crap.
it looks like crap, aka, looks like any point pre-2009
WTF Mike, you must be blind. I just went by there today and it looks better now than it did pre-restoration; especially what it would have looked like after tons of rain pre-restoration. I'm sure C3 will send you an apology citing their reluctance to control mother nature just to piss you off.
Unless it saw dramatic improvement just in the last week or so, you're likely being confused by comparing it to the mud bowl rather than to the normal, weedy/buffalo grass, pre-ACL state. Until the pool flooded, I was driving through every morning on the way to work - and it still looked like it was about half covered with mud.
If it were really fine, why would the city have to ask people to tread lightly? I smell opening to the deadline.
