Shady Grove Saved From Zombie Noise Ordinance
It looks like Unplugged at the Grove may be saved from the Zombie Noise Ordinance by Mike Martinez's boomstick an emergency amendment. The plan is that the amendment will keep the Zombie Noise Ordinance at bay until Shady Grove can get their Outdoor Music Permit renewed and get rezoned as a cocktail lounge.

Still left undetermined is any possible unintended consequence of getting your certificate of use changed to "cocktail lounge". Seeing as how Jeff Jack's crowd were pushing so hard to call these restaurants "night clubs" a decade ago on ANCTALK, I have the feeling that there's something there that people aren't seeing yet.
Oh, also, they have to go through the ANC gauntlet to get the certificate of use changed (have to go before the Planning Commission). This is not a simple "ask for it and ye shall receive", in other words.

mdahmus - The correct term is a "Certificate of Occupancy", and a C of O, or CO, is issued for a specific Use, at a specific location. In this case, the Use is Restaurant, and would have to be changed to Cocktail Lounge, through, as you point out, the Planning Commission, as well as all of the other requirements (and there are many) for tying a City of Austin CO, to a State TABC License.
