Texas already has a similar program in place. It's purpose is to improve air quality and unfortunately the $3,000 Texas vouchers aren't limited to fuel-efficient vehicles. Unlike the federal program, though, the Texas program allows you to buy used cars less than 4 years old. Oddly, if you buy a hybrid, you get an extra $500, but it can't be older than a year.
I wonder if you can double up the vouchers....
