No. There is one person to blame: the abuser.

The two issues have a corollary relationship in terms of statistics. In every case, though, it's the abuser who is responsible for his or her actions.

You don't seem like a constant complainer to me, Seth! You make quite a valid point here. What I meant was that the increasing amount of cases was related to the craptacular economy, not that the economic situation was to blame for the actual abuse itself. Like you said, the only one to blame for the abuse is the abuser.
