13.6 million actually represents the total number of registered voters, of which roughly 8.05 million turned out.

<description>&lt;p&gt;what is the source for the 1st two numbers.  I can not honestly believe that nearly twice as many people voted in TX in 2008 as 2004.  Nationwide it was like 1-2% more.&lt;/p&gt;</description>
