&quot;A “chronically homeless” person is defined as a single individual with a disabling condition,
including mental health and substance abuse problems, who has been continuously
homeless for at least a year or at least four times over the past three years.
Chronically homeless people comprise only 10% to 15% of the homeless population;
however, they use almost 50% of the service resources available to homeless people.&quot;&lt;/p&gt;</description>

I once heard the land for ARCH was gifted to the organization by a former lawyer, specifically to spite the city of Austin.

Doesn&apos;t seem like the most auspicious beginning.

And while &apos;temptation&apos; might be a condescending term, they are too close to easy drug access, a nightly situation where they can prey upon the inebriated, extort you for money as you park your car, and otherwise act like parasites. Nor is it a positive environment for the temporarily homeless (especially those with children) who actually have the desire and a realistic chance of recovering from the source of their hard times.&lt;/p&gt;</description>
