I saw this today too.
I am not sure it's still offered, but in the late 1990s there was a class offered at UT that debunked UFO and paranormal type stuff. One of the assignments was to create your own UFO sighting video/photo. Maybe it was for that. Even if it were, it would have gotten a not-so-good grade.
I think the redneck voice only added to the authenticity.
