The report, which put the blame on both players and management for the drug problem throughout the game, was released by former U.S. Senator George Mitchell after 20 months of study.
Clemens played at the University of Texas in the 1982 and 1983 seasons and has been one of the most dominant pitchers in baseball for 20 years. He is a seven-time Cy Young Award winner and 11-time All-Star.
Brian McNamee, who worked as a personal trainer for Clemens and other players, told investigators that in 1998, when Clemens was a member of the Toronto Blue Jays, the pitcher asked McNamee to inject him with Winstrol, the brand name for the anabolic steroid stanozolol.
McNamee also said he injected Clemens with testosterone and human growth hormone in 2000, and with additional drugs in 2001 when Clemens was a member of the New York Yankees.
