I'm not sure, but if I had to hazard a guess, I'd assume the air conditioning might be done with chilled water and would be billed separately. Without A/C costs, the electricity portion of my CoA utility bill would regularly be in the $15-30 range, if that high. Hizzoner's $24 electric bill translates to about 180 kWh, or 250 W worth of load running 24/7 30 days a month. There's no way June or July air conditioning is counted in that bill.

Mine too. I've lived in efficiencies in college where the electric bill didn't get that low and that's without a dishwasher, a clothes washer, or a dryer. I think he's getting a mayoral cut-back from Austin Energy.

How does Will Wynn keep his electric bill so low? I don't even run my dishwasher and I don't have kids leaving fridges open and mine is usually $100 or so.
