After reading the article, it appears that the intent of the article was to point out that Bush's attire on the ranch has become more formal lately. Not as you characterize it - that the article is criticizing Bush for trying to dress like a "ranch hand" and not pulling it off. All in all, it is a pretty silly article. But that is what fashion writers get paid for.
