OMGWTF, screamed an outraged White House, which promptly contacted Harper several days later. Evidently, Dubya—who seems to care little about his sub-30% approval rating—"read" the article and was, according to the Washington Post, most displeased.
Harper was uncharacteristically tight-lipped about the conversation he had with White House deputy press secretary Dana Perino, simply saying, "I was surprised."
We're a little baffled as to why our dear leader would take such offense to a seemingly innocuous remark. Over at the Think Progress post, one commenter offered up a compelling explanation.
"George W. Bush is a redneck in the same sense that Marie Antoinette was a shepherdess," wrote user postxian. "You can dress him up, but he’s still a phony. And he knows it, hence the sensitivity."

After reading the article, it appears that the intent of the article was to point out that Bush's attire on the ranch has become more formal lately.
Not as you characterize it - that the article is criticizing Bush for trying to dress like a "ranch hand" and not pulling it off.
All in all, it is a pretty silly article. But that is what fashion writers get paid for.
