<description>&lt;p&gt;Hmm... based upon the free lunch program percentages in area schools (generally between 40-60% of student populations), I&apos;d say that perhaps the average is being dragged down by the massive number of non-college graduated working poor in Austin.&lt;/p&gt;</description>
