<description>&lt;p&gt;Sadly, this won&apos;t have much impact, as TXDOT was a reluctant participant in these projects for a very long time - last time I participated in this, with bike/ped projects, they parked their fat ass right on the grants from the Feds, skimmed off 20% to &quot;administer&quot; them, and then let them sit in limbo for years.&lt;/p&gt;</description>
