<description>&lt;p&gt;That&apos;s absurd. Companies could just as easily make their money selling the physical equipment - even though today, as Scott says, most or all take a loss on the equipment in order to make money on the operations (through tickets). There&apos;s nothing magic about red-light cameras which makes them ineligible to be sold under a different type of contract - be it a flat operations contract (no matter how many or how few tickets) or a simple equipment (no contract) purchase.
