Thanks for the pointer. I'm a skeptic about the new library, not a true opponent, mainly because I use the old one and see that they aren't really serious about putting out as many books as they actually _could_ (note the short shelves all over the ground floor). But more important is the location of the new library - the library's seemingly being used as a development amenity for that corner of downtown rather than being placed where it can be accessible for the people who need it the most. If they had come forward with a proposal for a new library in a site as accessible as the current one, I'd have a much harder time saying no.
