I may not agree with the Bush administration, however, they were not the main culprit to blame in the Katrina aftermath. It is law that the US government has to receive the permission of the state before sending in troops to help out with national disasters. This is a states' right issue that our system created. The governor of Louisiana is to blame first and foremost. He did not seek the help of the federal government right away as did Mississippi. President Bush could not send in troops to Louisiana until the governor approved it. Why didn't the governor get his act together?
Unfortunately, this was a result of federalism and a state's government's mishaps. By the way, Louisiana received a lot of federally alotted funds to fix the many levies that failed during Katrina years before the hurricane struck. However, the state used those funds to build roads and whatnot. The federal government cannot take sole blame for this unfortunate event.
