Good news for Texas schools?

The financing for Texas’ schools just got a little clearer, or is it murkier? From the Statesman:
The Texas Supreme Court declared the state's school finance system unconstitutional today because of the lack of control that school districts have over their tax rates. School districts currently cannot set their operational tax rates higher than $1.50 per $100 in property value. But, in a 7 to 1 ruling, the court found that the system has enough money in it, disagreeing with an Austin judge who said the lack of overall funding violated the Texas Constitution.
